AIDEs Framework: A Definitive 5-Level AI System

JetBrains researchers propose the Artificial Intelligent Development Environments (AIDEs) Framework to explain the evolution of AI software tools and assess their future direction through three dimensions: stages of software creation, levels of delegation to AI, and organizational context. The framework argues that AI adoption is widespread but concentrated mainly in brainstorming and coding, while agentic tools are increasingly shifting developers from direct code editing toward planning, delegation, and review, with cloud agents beginning to handle limited autonomous tasks. It defines five delegation levels, from narrowly scoped tools such as code completion to AI “competence centers” that could manage entire development functions under human strategic oversight. The authors contend that delegation depends not only on model capability but also on human trust, context, and control requirements, and predict that developers will increasingly focus on requirements, architecture, governance, and business outcomes rather than code implementation. In this view, future software production may use AI as a scalable “intelligence resource” integrated across the full lifecycle, while humans remain responsible for specifying goals, supervising outcomes, and managing increasingly hybrid teams of people and AI systems.
