Summary

3DS data-only is a frictionless payment flow supported by Visa and Mastercard that sends device, account, and customer information to issuers through EMV 3DS infrastructure without authenticating the cardholder, aiming to reduce false declines by improving issuer risk decisions. Unlike full 3DS, it cannot trigger a customer challenge and provides no fraud-related chargeback liability shift, but it may improve authorization rates and help issuers identify fraud using signals such as device history, IP address, account age, contact details, addresses, and recent account changes. In the United States, Visa’s Digital Commerce Authentication Program, launched in April 2026, offers eligible consumer credit transactions a net 0.05% interchange reduction, or 0.10% when paired with network tokens, provided specified data-quality and processing requirements are met; Mastercard offers no comparable incentive. Data-only is generally available for card-not-present, customer-initiated transactions outside markets where Strong Customer Authentication is mandatory, while full 3DS remains necessary for liability protection or SCA compliance. Its effectiveness varies by issuer and depends on data quality, so merchants are advised to test it against control traffic, assess approval and relevant decline-code changes by issuer, monitor latency, and use it alongside full 3DS and fraud controls based on transaction risk.
