Modern incident metrics commonly track detection and resolution but often overlook the interval between diagnosing a problem and stopping its user impact, illustrated by Cloudflare’s November 2025 outage, where a faulty configuration caused widespread failures and recovery required both identifying the cause and propagating a safe version. The proposed Mean Time to Neutralize (MTTN) measures how long it takes after diagnosis to eliminate impact, distinguishing a rapid mitigation such as disabling a feature through a runtime control or kill switch from the slower process of fully fixing and deploying the underlying code. The related Mitigation-Resolution Gap (MRG) measures the time between neutralization and complete resolution, with a larger gap framed as useful engineering breathing room rather than a failure, while Runtime Control Coverage (RCC) measures how much of a production system is protected by switches that enable fast mitigation. Runtime controls cannot address every failure, may take time to propagate, and do not reduce change failure rates, but the proposed metrics complement established SRE and DORA measures by emphasizing the ability to stop customer harm before a permanent fix is ready.
