Twilio will implement two temporary Heightened Awareness Periods to manage U.S. messaging traffic during the 2026 midterm elections from November 2–4 and the Black Friday, Cyber Monday, and holiday season from November 19 through January 4, 2027. During these periods, Twilio will monitor throughput to reduce carrier congestion across toll-free numbers, short codes, 10DLC, and RCS senders, with high-volume short code and toll-free traffic moving to Market Throughput, while 10DLC remains account-based and RCS retains standard per-sender limits. Existing contracted throughput limits will be honored, and customers without direct email notifications generally do not need to act. Organizations expecting substantial election or holiday messaging volumes are encouraged to contact their Twilio account teams well ahead of stated deadlines to forecast demand, obtain carrier approval for new RCS senders, request additional capacity, and secure guaranteed throughput, which is limited and allocated on a first-come, first-served basis. After each period, accounts return to standard sending limits unless they have contracted to retain elevated capacity.
