In October 2025, Twilio announced the Private Beta launch of its RCS Onboarding APIs, providing a scalable solution for onboarding RCS messaging, with a focus on compliance across different markets. This period also saw significant regulatory changes in telecom policies globally. In Taiwan, SMS messages must include brand identification, effective November 1, 2025, to avoid blocking. Hungary implemented Caller ID restrictions for international calls, and new compliance requirements for regulatory bundles in Hungary and Bulgaria were introduced. Armenia and Tanzania mandated registration for Alphanumeric Sender IDs for OTP traffic, while Malaysia enforced local address requirements for Toll-Free bundles. The U.S. expanded the definition of "Voice Service Provider" for STIR/SHAKEN compliance and standardized call blocking codes. Italy, France, and Taiwan announced upcoming telecom regulations, focusing on Caller ID usage, consent for telemarketing calls, and Know Your Customer (KYC) requirements, respectively. Additionally, South Korea will transition to a new provider for Local and Toll-Free numbers, necessitating updated compliance bundles.
