In the second quarter of 2025, global telecom regulations are increasingly focusing on fraud prevention and compliance, impacting independent software vendors (ISVs) using Twilio. Key developments include international call and messaging blocking initiatives in countries like Australia, Ireland, and the UK, as well as new Sender ID registries in Ireland and impending ones in Spain and Australia, to prevent messages from being flagged as potential scams. Enhanced Know Your Customer (KYC) standards are being enforced in the US and UK, with Ireland and Australia set to follow, necessitating more rigorous customer vetting. Brazil and Spain have updated their numbering regulations, while Japan, France, and Spain are imposing stricter rules on number sub-assignments. In North America, the US is increasing fees for 10DLC messaging brand registration and requiring business EINs for new toll-free verifications starting January 2026. Twilio is expanding its number availability across several countries and enhancing compliance tools, including a self-serve onboarding interface and an AI-driven Compliance Toolkit for US messaging regulations.
