AGENTS.md is a workaround, not a solution

AGENTS.md is presented as a widely adopted, open standard for providing coding agents with stable project instructions such as setup commands, test requirements, and contribution conventions, but the text argues that it should not be mistaken for governance or comprehensive agent guidance.
