FinCEN Clarifies Digital ID for CIP: How Socure Is Putting mDL Verification to Work
Blog post from Socure
FinCEN and federal banking agencies have clarified that banks and credit unions may use state-issued mobile driver’s licenses and other government-issued verifiable digital credentials to satisfy Customer Identification Program requirements for both in-person and digital account opening, provided they can retrieve required information and maintain appropriate procedures. Unlike conventional document verification, which analyzes images of physical IDs, mobile driver’s licenses provide digitally signed, cryptographically verifiable data from state issuers, potentially improving credential integrity, reducing onboarding friction, and allowing more controlled sharing of identity attributes. Effective implementation requires support for relevant wallets and jurisdictions, credential validation, integration with existing identity and risk decisions, usable identity-data mapping, and physical-document fallback options. Socure states that it has incorporated mobile driver’s license verification into production workflows for regulated customers, enabling organizations to add digital-ID checks alongside existing document verification and broader fraud signals. Financial institutions are encouraged to prioritize customer journeys with high document abandonment, increased identity risk, or mobile-first users and assess relevant credential coverage, required attributes, decisioning needs, and measures of conversion, completion, and fraud outcomes.
