Which Cloud Platforms Meet Italy's ACN Qualification Requirements? A 2026 Guide for Software Vendors Selling to Italian Public Administrations
Blog post from Qovery
Italy’s ACN cloud-qualification regime requires both the underlying cloud infrastructure and a SaaS product itself to appear in the ACN catalogue before Italian public administrations can procure the service. Public data is classified as ordinary, critical, or strategic, requiring minimum qualification levels 1, 2, and 3 respectively; infrastructure must generally be located in the EU, while strategic workloads face additional controls over extra-EU access. As of 30 October 2026, AWS, Microsoft Azure, Google Cloud, Oracle, and several Italian or European providers hold level-2 listings suitable for ordinary and critical workloads, while Aruba has level-3 infrastructure services and the state-backed Polo Strategico Nazionale holds level 4 for strategic needs. Qualification is specific to a named service, level, and region rather than a provider broadly, and certifications such as GDPR compliance, ISO 27001, or SOC 2 do not substitute for ACN registration. Vendors must also document data residency, backup locations, encryption, access controls, deployment histories, continuity objectives, subprocessors, and exit plans, with overlooked cross-region backups, foreign observability tools, CI runners, and support access posing common audit risks. The article recommends maintaining one application codebase while parameterizing cloud accounts, regions, and Kubernetes clusters, and presents bring-your-own-cloud or bring-your-own-Kubernetes deployments as a way to retain contractual, regional, and audit control; it notes that Qovery can support these deployments but is not itself ACN-qualified.
