Sovereign EU Cloud Regions: The 9-Point Checklist a Compliance Team Should Run Before Switching
Blog post from Qovery
Sovereign EU cloud regions differ from standard AWS or Azure EU regions mainly by strengthening operational and legal control over who runs systems, accesses data, manages encryption keys, handles telemetry and responds to foreign government requests, rather than simply storing data in Europe. GDPR, DORA and NIS2 generally do not require sovereign hosting, while national schemes, sector-specific rules and public procurement requirements such as France’s SecNumCloud and HDS, Germany’s C5-related public-sector requirements, Spain’s ENS and Italy’s ACN qualification may do so. The article recommends evaluating providers through nine areas: operating entity, access controls, key ownership, data flows for metadata and support, certification scope, service availability, portability, foreign-request procedures and total cost. It argues that missing managed services and feature gaps often create greater challenges than the roughly 15% estimated price premium for AWS’s European Sovereign Cloud, because organizations may need to self-host services and maintain a second deployment environment. Most organizations are likely to adopt a split estate, placing regulated workloads in sovereign or EU-only environments while retaining standard regions for other applications, and can reduce lock-in by using portable technologies such as Kubernetes, OCI images, open service protocols and regularly tested exit plans.
