Bull + Schwarz Digits sovereign AI stack: does bundling European hardware and cloud actually cut your dependence on US hyperscalers?
Blog post from Qovery
Bull and Schwarz Digits’ proposed European AI stack combines Bull’s France-built servers with Schwarz Digits’ German-operated STACKIT cloud, strengthening jurisdictional sovereignty by placing infrastructure and operations outside US parent-company control and improving operational sovereignty through EU-based administration. The arrangement provides only partial supply-chain sovereignty, however, because systems still depend heavily on NVIDIA accelerators and TSMC fabrication, and it does not itself improve application portability. The central argument is that cloud lock-in is primarily created in software architecture through proprietary managed services, identity systems, infrastructure-as-code, and deployment pipelines rather than by the physical location of servers. European providers such as STACKIT, OVHcloud, Scaleway, and IONOS may offer lower migration friction for Kubernetes-based workloads, while US hyperscalers retain broader managed-service portfolios but can create deeper provider-specific dependencies. The recommended measure of portability is a timed test of redeploying a production-like environment to a second provider’s Kubernetes platform, supported by standards-based components such as Kubernetes, PostgreSQL, Redis, Kafka, S3-compatible storage, portable identity and telemetry tools, and provider-parameterized infrastructure code. The piece presents internal developer platforms such as Qovery as a layer intended to give teams a stable deployment interface while making the underlying cloud provider more replaceable.
