How Qodo Builds the Wisdom to Govern, Part 2: The Rules Lifecycle System
Blog post from Qodo
Qodo’s Rules Lifecycle System, managed through its Review Standards portal, is presented as a governance layer for AI code review that converts organizational standards from scattered documentation, repository instructions, review history, and agent skills into structured, enforceable rules. Each rule includes enforcement criteria, examples, category, severity, scope, and provenance, while skills provide repository-based guidance for multi-step organizational practices. The system can author rules from natural-language policies, extract them from files throughout a repository, mine recurring accepted review feedback, and use relevant skills during reviews. It addresses duplication, overlap, and contradictions through semantic similarity checks and reconciliation safeguards, while retaining human control over conflicting standards. Rules are selected deterministically according to hierarchical path scopes and evaluated using both code changes and contextual repository information, with findings linked back to their originating standard. Qodo also measures compliance, violations, and unresolved violations merged over rolling 30-day periods to help organizations identify ineffective, overly burdensome, misplaced, or outdated rules, framing governance as a feedback loop intended to maintain a smaller, evidence-backed set of standards.
