Country-by-Country AI Regulation Guide (Oct 2026)
Blog post from Openlayer
AI governance is expanding rapidly worldwide, with more than 70 countries pursuing policy initiatives that generally follow three models: the EU’s binding risk-based framework, the United States’ sector- and state-led patchwork, and China’s service-specific rules for areas such as generative AI and recommendation systems. The EU AI Act remains the most comprehensive horizontal regime, although 2026 changes delayed some high-risk-system obligations until 2027 or 2028 while preserving August 2026 transparency requirements; other regions, including South Korea, Brazil, Singapore, Japan, Australia, the UK, Canada, and Gulf states, combine varying levels of risk classification, existing sector regulation, voluntary guidance, data rules, and emerging mandatory safeguards. Despite these differences, the guide identifies five recurring compliance themes: pre-deployment risk classification, human oversight, transparency to affected people, post-deployment monitoring and incident reporting, and audit documentation. It emphasizes that regulators increasingly expect operational evidence, particularly inference-time logs tied to specific model versions, rather than policies alone, and argues that organizations can build unified cross-border programs around these shared controls while adding jurisdiction-specific requirements for divergent rules such as US state notices, Chinese security reviews, and EU conformity assessments.
