Designing failover across OpenAI model providers
Blog post from OpenAI
Critical AI workloads can improve resilience by using both direct OpenAI API access and approved third-party cloud-provider routes, with route selection based on model capabilities, preview-feature access, hosting environment, private connectivity, data controls, regional support, capacity, and cost. Provider failover should be treated as a workflow-specific recovery decision rather than an automatic platform feature, and is most appropriate for self-contained, read-only, safely repeatable inference tasks such as a fraud assessment whose result has not yet been used; stateful agent sessions, partial outputs, and uncertain tool actions require more complex reconciliation and duplicate-action protections. Organizations should validate each route independently for model behavior, security, data residency, private networking, quotas, latency, budget, and load capacity, while permitting automatic failover only for clearly classified transient failures or temporary throttling when deadlines and replay safety allow. The recommended design uses a centrally operated router with workflow-defined policies, bounded retries, circuit breakers, traffic limits, gradual failback, and approved fallback options such as queuing, reduced functionality, manual handling, or safe rejection. A proposed Codex prompt helps teams add disabled-by-default failover to an existing gateway, test eligible and blocked scenarios locally, and retain unverified paths in a disabled state until real-route validation is complete. Clear ownership is also essential, with platform teams managing routing integrations and controls while application teams define safe operations, quality targets, business recovery requirements, and state reconciliation responsibilities.
