Nx 16.5 Release!!!

Nx has introduced a range of new features and enhancements in its latest releases, progressing from version 16.0 to 16.5. Key updates include the introduction of targeting tasks by tags, support for NextJS 13, and new Nx recipes showcasing various integrations. Notably, the platform now supports Angular 16 and offers verdaccio support for local package registries. Users can create custom CLIs with the new create-package generator, and a new externalDependencies input type allows for specifying dependencies more precisely, enhancing caching efficiency. Additionally, the introduction of the @nx/dependency-checks EsLint rule aids in managing dependencies, while performance improvements, including moving task hashing to a daemon and adopting a Rust-based watcher, have significantly increased speed. Furthermore, the Nx Console has been revamped in both VsCode and JetBrains IDEs, and a comprehensive changelog has been launched to document all updates, deprecations, and changes across versions.
