Summary

LocalStack for Azure, currently in public preview, emulates supported Azure services in Docker so developers can build, deploy, and test applications locally using familiar Azure CLI, SDK, Terraform, and Bicep workflows without repeated cloud deployments or usage charges. The tutorial demonstrates an end-to-end payment fraud detection system using Event Hubs, Azure Functions, Blob Storage, Key Vault, App Service, Application Insights, Schema Registry, and Event Hubs Capture, with payments ingested through AMQP, Kafka, and HTTPS. A Function processes event batches, identifies high-value and rapid-repeat transactions, publishes fraud alerts, and resumes safely from Blob Storage checkpoints after restart, while Capture stores Avro event archives for later analysis. The sample supports local infrastructure deployment through scripts, Bicep, or Terraform, includes a dashboard and automated validation checks, and enables rapid inner-loop changes through Azure Functions Core Tools. It can also serve as a CI integration test by starting the emulator, deploying the resources, and running assertions, while retaining the ability to deploy the same application code and infrastructure to Azure with cloud-specific configuration adjustments such as Kafka security settings.
