Ensuring Code Compliance | Qodana Blog
Blog post from JetBrains
Public sector software projects must maintain code compliance to protect sensitive citizen data, meet legal and contractual obligations, and avoid the financial, operational, and reputational consequences of breaches or audit failures. Key risks include weak security controls such as hardcoded credentials, insecure input handling, outdated cryptography, and vulnerable third-party dependencies; procurement and contract violations involving missed service levels or incompatible open-source licenses; inadequate audit evidence caused by reliance on manual reviews; long-term supportability problems from technical debt, unsupported libraries, and contractor handovers; and IT governance breaches involving unsuitable cloud or SaaS dependencies. The article argues that security, privacy, accessibility, supply-chain controls, and maintainability should be embedded throughout the software development lifecycle rather than addressed late in testing. It recommends automated static security analysis, secret and dependency scanning, license checks, quality gates, testing, technical-debt tracking, and time-stamped audit reports in CI/CD pipelines to provide consistent enforcement and traceable evidence, while noting that self-hosted or air-gapped tools may be needed where government infrastructure policies restrict external services.
