Release Announcement: Telegraf 1.16.3

Telegraf 1.16.3 has been released, featuring improvements including updated godirwalk for Dragonfly BSD support, fixes for CSV timestamp parsing issues and PHP-FPM index out of range errors, and added logging capabilities for various input drivers such as gNMI, NVIDIA SMI, and SQL Server. The release also includes output enhancements with distinguishing between retryable and non-retryable errors in Wavefront Output. The latest binaries can be found on the InfluxData downloads page.
