Changes to GitLab.com public project CI/CD minute quotas

GitLab.com is implementing CI/CD minute usage quotas for public projects not part of its open-source programs to combat the abuse of free pipeline minutes for cryptocurrency mining. This decision comes after a significant increase in such abuse in early 2021, which negatively affected the performance and availability of GitLab.com's shared runners. By introducing these quotas, GitLab aims to limit the excessive use of pipeline minutes, ensuring the reliability of its services for legitimate users and providing transparency into pipeline minute billing. These quotas do not affect self-managed users or members of GitLab's open-source program, who continue to receive benefits like free CI/CD minutes through GitLab Ultimate. Users of GitLab.com public projects will be notified upon reaching their quota and can upgrade their plans or purchase additional minutes if needed. GitLab encourages feedback on these changes through its Community Forum, where team members are available to address concerns.
