Introducing temporary interaction limits

Interaction limits provide a way for maintainers to manage heated discussions in issues or pull requests by temporarily restricting who can comment, create pull requests, and open issues to existing users, collaborators, and prior contributors. These limits automatically expire after 24 hours, allowing normal participation to resume. This feature, accessible under the Settings tab of any repository owned, serves as a tool to foster healthy and reasoned collaboration among team members.
