App Hosting has in-console environment variables and faster builds

Firebase App Hosting now lets users add, edit, and delete backend environment variables through the Firebase console during setup or later in backend settings, complementing the existing apphosting.yaml configuration approach. Console-managed values can be pasted from dotenv files and take precedence over conflicting YAML values, while sensitive data should use Cloud Secret Manager and secret references configured through the Firebase CLI. Rollout details show the merged environment configuration and its sources, including Firebase-provided variables used to initialize SDKs. App Hosting has also optimized Cloud Native Buildpacks by bypassing an unnecessary image pull step, reducing reported median build times by about 18% and p99 build times by about 27%.
