Transforming Ukraine's employment services with voice agents

ElevenLabs has collaborated with Ukraine's Ministry of Digital Transformation to integrate AI voice agents into government services, creating a more responsive and efficient state. This initiative includes ElevenAgents, an AI-powered voice agent deployed at Ukraine's State Employment Service contact center. The voice agent, which processes calls in natural Ukrainian, has successfully handled around 25% of total call volume, reducing the average response time from 30-40 seconds to 18 seconds. It remains operational during air raid alerts, ensuring continuous service. The project is part of a broader digital ecosystem called Obrii, aimed at proactively supporting citizens in finding jobs and accessing training. The AI system, compliant with public-sector standards, enhances data security while delivering more accessible and efficient public services, ultimately transforming the contact center into a remote service delivery hub.
