NTT Docomo Business trials conversational AI in Fukushima
Blog post from ElevenLabs
NTT Docomo Business is trialing a voice-based community platform in Aizuwakamatsu, Fukushima, using ElevenLabs’ ElevenAgents technology and partnering with the Takeda Health Foundation and the city government. Its AI assistant, CONN, is intended to provide local information and everyday conversation for older residents, particularly during snowy winters when travel can be difficult. NTT selected ElevenLabs largely for its natural-sounding Japanese speech synthesis and emotional expression, which its Generative AI Taskforce viewed as more trustworthy than conventional synthetic voices. Early feedback from trials beginning in autumn 2025 has been positive, and the company is considering broader applications, including integration into its telephony infrastructure and multilingual services for Japan’s tourism sector.
