Breaking Data Silos at the Edge

Modern command-and-control systems often rely on centralized cloud and client-server infrastructure, creating data silos and operational vulnerabilities when tactical forces operate in disconnected, disrupted, intermittent, or bandwidth-limited environments. The article argues that soldiers, vehicles, sensors, autonomous platforms, and coalition partners need secure local access to shared operational data without depending on long-haul networks, higher headquarters, or cloud services. It proposes a local-first, multi-writer synchronization approach in which authorized users can work concurrently while disconnected, with changes automatically reconciled through available approved transports when connectivity resumes. Rather than replacing existing radios, applications, sensors, networks, and C2 platforms, the recommended approach is a composable, transport-independent data synchronization layer that connects isolated systems into a distributed operational data mesh. Such a system would preserve security through identity, policy, provenance, and releasability controls while enabling timely, accurate, and actionable information sharing across tactical, joint, and coalition environments.
