Summary

Vietnamese identity verification increasingly relies on NFC reading of the chip in CCCD cards, renamed “thẻ căn cước” for cards issued from 1 July 2024, while earlier chip-based CCCD cards remain valid until their stated expiry dates. The chip on newer cards contains ICAO-standard identity details and a face image, allowing a compatible phone to validate issuer signatures and data hashes through passive authentication, then compare the chip portrait with a live selfie using liveness and face-matching checks. The material notes that passive authentication confirms signed data has not been altered but cannot alone detect an exact chip copy, making additional checks such as active authentication where available, printed-data comparison, fraud-signal monitoring, and manual review important. It advises consent before NFC access and fallback document, selfie, and review procedures for unreadable chips, unsupported phones, foreign users, and paper identity certificates. It also distinguishes chip verification from the VNeID account-linking requirement under Decree 320/2026/ND-CP, which applies to specified platform sectors and requires existing non-bank accounts to be linked before 31 December 2026, while banking accounts have a later deadline.
