The United Kingdom’s statutory Digital Verification Services trust framework, established under the Data (Use and Access) Act 2025 and effective in its version 1.0 form from September 2026, sets certification standards for private digital identity providers rather than providing a national electronic ID for businesses to access. As of 30 September 2026, the public register contained 65 certified services from 47 providers, with certified registered services permitted since February 2026 to fulfil the identity-verification component of anti-money-laundering checks under Regulation 28, although firms retain broader due-diligence responsibilities. These services may also support certain right-to-work, right-to-rent, DBS, and age-assurance uses, subject to specific eligibility and sector rules, while people outside the eligible British and Irish passport routes often require document checks or Home Office share codes. GOV.UK One Login, used by 23 million people, remains limited to central government services, GOV.UK Wallet was not yet publicly downloadable, and the proposed national digital ID programme was cancelled in July 2026. The guide advises organisations to select identity routes according to the relevant legal obligation, verify providers’ register status, retain alternative document-based processes, and account for evolving requirements in areas such as money laundering and online age assurance.
