Summary

Italy’s SPID is a federated digital identity system overseen by AgID, in which accredited private identity providers issue credentials that public administrations must accept and private businesses can integrate through SAML2 or emerging OpenID Connect federation rules, either directly or via aggregators and multi-eID brokers. SPID’s three levels correspond to eIDAS Low, Substantial, and High assurance, with level 2 or higher recognized under Italian anti-money-laundering law as a valid remote-identification method and likely compatible with forthcoming EU AML rules for substantial or high eID. It provides core identity data such as name, birth details, gender, tax code, and SPID code, while contact, address, document, and company information require registration-mode requests; it does not provide a portrait, so biometric matching requires a separate document-based process. Private providers pay per unique user and identity provider annually, with authentication pricing generally lower than registration and the first 1,000 authentication users free per provider-service pair. SPID use expanded to more than 1.22 billion logins in 2025, although new identity issuance has slowed, and businesses are advised to offer alternatives such as CIE or NFC document verification for users without SPID. Its limitations include restricted access for foreigners without Italian documents and noncompliance, in its current form, with Italy’s double-anonymity requirement for adult-site age verification because identity providers can see the visited domain.
