EU Anti-Money Laundering Regulation (AMLR) rules for remote customer onboarding, applicable to most obliged entities from 10 July 2027, permit identity verification through either an identity document supplemented where needed by reliable sources or an electronic identification method at eIDAS “substantial” or “high” assurance. AMLA’s 30 September 2026 final draft customer-due-diligence standards, which remain subject to European Commission adoption and amendment, favor eID and EUDI Wallet use where available, while allowing remote document-based checks only as a justified alternative with safeguards such as holder verification, secure communications, adequate image quality, interruption handling, and retained time-stamped evidence. eID verifies only the attributes it provides, meaning firms must separately obtain missing information such as an address and complete wider due diligence including beneficial-owner checks, sanctions and politically exposed person screening, relationship-purpose assessment, and ongoing monitoring. Current EBA guidance continues to govern remote onboarding for credit and financial institutions before the AMLR takes effect, while national rules vary across Member States, and firms remain responsible for onboarding decisions, risk assessments, records, and outsourced activity.
