Summary

PhilSys verification enables businesses in the Philippines to confirm identities through the Philippine Identification System, which had registered and verified 90.3 million people, or about 80% of the population, by October 2025. National IDs are available as physical cards, paper ePhilIDs, and Digital National IDs, all recognized as valid proof of identity, while verification can range from a free QR-code check to online registry authentication and eKYC services that return verified names, demographic data, and in some cases a registration portrait. Banks and other BSP-supervised institutions must accept every National ID format without requiring an additional ID, although they must still meet other customer due diligence obligations. Private organizations may become approved relying parties through PSA’s eVerify process, which requires consent-based workflows, technical and security testing, and a direct agreement with the government, even when a technology partner supplies the integration. Businesses are generally prohibited from retaining the permanent PhilSys Number and must limit stored data to what their agreement authorizes, typically using a backend authentication token instead. Because PhilSys does not cover all residents and verification can fail, organizations are advised to maintain document-based alternatives using ID checks, NFC chip reading where available, liveness detection, and face matching.
