FranceConnect+ is France’s high-assurance national digital identity service, operated by DINUM, that enables eligible services to verify users through France Identité at the High assurance level or L’Identité Numérique La Poste at the Substantial level, unlike standard FranceConnect, which always provides low assurance. It uses an OpenID Connect redirect flow and returns a signed “pivot identity” containing core biographical details and a service-specific pseudonymous identifier, but not address, photo, or national identification number. Private organizations may use FranceConnect+ only where a law or regulation requires identity verification, with eligibility assessed through DataPass and private access requiring a usage-based La Poste contract whose pricing is unpublished. The text argues that its assurance levels meet French AML identity-verification requirements for regulated entities and should also align with EU AML rules taking effect in 2027, although customer screening and risk assessment remain the organization’s responsibility. With more than seven million usable identities but only two current identity providers, FranceConnect+ has meaningful reach but requires a document-based fallback for users without a compatible digital identity.
