FINTRAC identity verification requirements under Canada’s anti-money-laundering regime apply to a growing range of reporting entities and permit five methods for verifying individuals: government-issued photo ID, credit files, dual-process verification, affiliate or member verification, and reliance on another reporting entity. Remote photo-ID checks require both document authentication and confirmation that the live individual matches the document, while a video call alone is insufficient. Agents may conduct certain identity checks under written agreements, including entity verification since October 2025, but reporting entities remain responsible for compliance. Corporate onboarding requires confirmation of legal existence, identification and independent confirmation of beneficial owners holding 25% or more, and discrepancy reporting for certain high-risk federal corporations. Account-based firms must also assess politically exposed persons and related individuals, retain records for at least five years, and provide them to FINTRAC within 30 days upon request. Bill C-12, effective March 2026, substantially increased potential penalties and introduced mandatory compliance agreements for prescribed violations, while the article also promotes Didit as a platform offering document authentication, biometric matching, AML screening, registry checks, monitoring, and evidence retention to support these obligations.
