Finland’s legally regulated Finnish Trust Network enables businesses to access bank IDs and mobile certificates through a single registered identification broker, while requiring credential providers to serve all registered brokers and capping their provider-side fee at three cents per identification. Governed by the Act on Strong Electronic Identification and supervised by Traficom’s National Cyber Security Centre, the network provides signed identity data such as name, date of birth, and usually a Finnish personal identity code, but not an address or portrait. Bank IDs and mobile certificates are rated at the Substantial assurance level and are not EU-notified, unlike the High-level citizen certificate on Finland’s ID card. FTN can support remote identity verification for Finnish anti-money-laundering requirements and may remain relevant under EU AML rules beginning in 2027, although related standards are still developing. Businesses can integrate through a broker or register as one themselves, but should maintain document, NFC, liveness, and face-matching fallbacks for users without Finnish credentials and for cases requiring address or portrait verification. The network is particularly relevant for KYC, age checks, and upcoming licensed online gambling requirements, while providers such as Didit offer FTN access within broader identity-verification workflows.
