Summary

The European Commission’s age-verification app is a blueprint that Member States can adapt as a standalone service or integrate into national EUDI Wallets, enabling users to prove they are over 18 without sharing names, birth dates, or other identity information. Users establish eligibility once through an eID, passport, or identity card, then present single-use, unlinkable age tokens to online services, with zero-knowledge proofs intended to prevent both services and issuers from tracking activity. Denmark, France, Greece, Italy, Spain, Cyprus, and Ireland are piloting versions during 2026, while the Commission has urged all Member States to offer a solution by the end of the year, though implementation and platform access vary by country. The system is distinct from the broader EUDI Wallet, which will support multiple identity attributes, but can be incorporated into it. EU Digital Services Act guidance favors robust age verification for adult content, gambling, and restricted goods, permits independently assessed age estimation in lower-risk cases or temporarily, and encourages platforms to provide multiple verification options and appeal routes. Because public production integrations remain limited, platforms are advised to combine age estimation, national eIDs, document checks, and future age-token support in a layered verification process.
