Portugal’s electronic identification system centers on the Chave Móvel Digital (CMD) and Cartão de Cidadão (Citizen Card), both notified under eIDAS at the EU’s High assurance level and available to private businesses through the State-operated Autenticação.gov platform under an agreement with ARTE. Portuguese AML law recognizes both credentials for remote identity verification when customers choose to use them, while the CMD is positioned as the most accessible option because it works through a mobile phone; the Citizen Card can be used with a reader or NFC-enabled phone and PIN. Businesses can request specific identity attributes through the platform and should retain document-based verification routes for people without Portuguese or compatible EU eIDs, alongside sanctions and risk screening where required. The text also notes upcoming EU changes, including AMLR acceptance of substantial or high-assurance eID from July 2027 and potential EUDI Wallet acceptance obligations by December 2027, although Portugal had not announced its national wallet as of October 2026. Digital documents in the gov.pt app have legal value when displayed in real time in Portugal but are not themselves an EU-notified eID scheme.
