Finland’s electronic identification system is centered on the Finnish Trust Network, which enables businesses to access bank IDs and the mobile certificate through a single registered broker connection; both are nationally registered at the substantial assurance level but are not EU-notified. The Citizen Certificate on police-issued ID cards is Finland’s only EU-notified eID, at the high assurance level, though it requires a card reader or NFC phone and returns more limited data. The framework is governed by the Act on Strong Electronic Identification, supervised by Traficom, and includes a statutory three-cent cap on fees paid by brokers to identity providers. Finnish law permits these strong eIDs for remote anti-money-laundering identity verification, while the application of EU AML rules to non-notified Finnish eIDs after July 2027 remains unclear. Finland plans to launch its Suomi.fi EUDI Wallet in 2027, despite an EU deadline in late 2026, and regulated firms may need to accept EUDI Wallets by December 2027. Businesses are advised to prioritize the Trust Network for Finnish users, obtain addresses separately where necessary, and maintain document-based verification for foreign customers and residents without Finnish credentials.
