Cl@ve is Spain’s centralized digital identity platform for accessing public services, with approximately 26 million cumulative registrations as of August 2026 and authentication options including app-based approval, password and SMS codes, and DNIe certificates. It is available to central, regional, and most local public administrations, but no published route allows private companies to integrate it, and the scheme does not publish a private-sector pricing, certification, broker, or testing program. Although Cl@ve connects Spanish public services to other EU countries’ notified eIDs through the eIDAS network, it is not itself a notified eIDAS scheme; Spain’s notified system is the DNIe at the High assurance level. For private-sector customer verification and AML onboarding, Spanish businesses instead use qualified signatures such as DNIe, document verification with NFC, liveness and facial matching, or SEPBLAC-authorised video-identification processes. From July 2027, EU anti-money-laundering rules will permit identity documents or electronic identification at substantial or high assurance levels, while EUDI Wallet acceptance obligations for certain private relying parties are expected from December 2027.
