Summary

CIE ID enables Italians to authenticate online using the government-issued electronic identity card, the CieID app, and the “Entra con CIE” login option, with assurance levels ranging from Low to High under eIDAS. Private businesses may join the Ministry of the Interior’s CIE federation directly or through aggregators using SAML2 or OpenID Connect, subject to operational and fit-and-proper requirements, although public information on costs, test environments, implementation times, and returned identity attributes is limited. The guide argues that level 2 or level 3 CIE authentication can meet Italian remote customer-identification requirements under anti-money-laundering rules, and may also qualify under the EU AML Regulation from July 2027, while advising businesses to record the assurance level received. CIE has issued more than 67 million cards cumulatively, though this does not represent unique users or indicate CieID adoption, and its level 3 flow uses the card PIN, NFC or a reader, and app-based confirmation or biometrics. Businesses are advised to verify available attributes with the federation, support both mobile and desktop flows, provide document-based NFC, liveness, and face-matching alternatives for customers without CIE, and avoid relying on CIE for adult-content age verification unless double-anonymity requirements are demonstrated.
