Portugal’s Chave Móvel Digital (CMD) is a state-operated mobile authentication and digital-signature system that links a user’s phone number to an identity document and is available for private companies to adopt through a protocol with ARTE and integration with Autenticação.gov. Notified under eIDAS at the High assurance level since 2020, CMD is explicitly recognized by Portuguese anti-money-laundering law as a remote identity-verification method and is used for services including remote bank account opening, public services, age verification, and potentially regulated sectors such as online gambling. Users authenticate on the government platform with a phone number, four-digit PIN, and six-digit one-time code, then consent to share requested attributes such as name, date of birth, civil ID number, nationality, or tax number, while businesses do not receive the PIN or code. Companies may integrate through SAML, OAuth, or JWT using their own certificate, but ARTE does not publish pricing, implementation timelines, or a public test environment. With more than five million active users reported in mid-2026, CMD offers a widely used high-assurance option, although organizations must retain document-based verification alternatives for people without an active key, including many non-residents and some foreign users, and remain responsible for sanctions, PEP screening, risk assessments, and final onboarding decisions.
