DeepL argues that data sovereignty extends beyond European data residency to include operational control, legal jurisdiction, ownership of AI models and infrastructure, and the development of European technical expertise. While continuing to use global infrastructure, including AWS, to provide scale and performance, the company has introduced DeepL for Sovereign Markets for organizations with stringent regulatory requirements. Hosted and operated entirely within the EU under EU jurisdiction, the offering provides translation, document translation, API access, SSO, SCIM, and established security and privacy certifications, while stating that customer data is not used to train models. Initially available in DACH, France, and EU institutions, the service is intended to expand as European compliance requirements and demand for sovereign technology options develop.
