Cohere advances C$4 billion commitment to strengthen Canada’s AI leadership and significantly expand its national workforce
Blog post from Cohere
Cohere plans to invest more than C$4 billion in Canadian AI research, development, and infrastructure between 2024 and 2031 while adding over 1,500 Canada-based jobs, including about 1,000 advanced technical roles and more than 250 paid student positions by 2029. Founded in Toronto, the company aims to retain more AI innovation, commercialization, and economic value in Canada by expanding talent pipelines, sovereign compute capacity, research partnerships, and real-world AI deployment. Its initiatives include a C$309 million GPU cloud partnership with Bell AI Fabric, collaborations with the University of Toronto and the University of Waterloo, and existing relationships with Amii, Vector, and Mila. The commitment supports Canada’s national AI strategy, which targets a 3% GDP increase and up to 250,000 AI-related jobs by 2031, amid relatively low business adoption of AI, reported at 12% in 2025.
