Bringing post-quantum cryptography to geographically fenced key management
Blog post from Cloudflare
Cloudflare has launched a closed beta of its post-quantum GeoKey Manager, a component of its Data Localization Suite designed to ensure customer decryption keys can be accessed only by servers in approved geographic regions, with general availability planned for the first quarter of 2027. The system addresses both data-sovereignty requirements and the “harvest now, decrypt later” risk posed by future quantum computing by using hybrid ML-KEM-768 and X25519 cryptography to protect keys. Wrapped customer private keys can be distributed globally, but regional root keys needed to unwrap them are provisioned only to authorized edge servers whose hardware identities and physical locations have been verified. Keys are stored in volatile kernel memory rather than on disk, and requests fail closed if the required service context, region, or key epoch does not match, preventing out-of-region decryption. GeoKey Manager uses regional root keys to derive service-specific asymmetric key pairs, supports soft and hard key rotation, and updates server authorization as Cloudflare’s network infrastructure changes. Cloudflare plans to integrate the technology into expanded Cloudflare One Regional Services capabilities and later into its existing CDN geographic key controls.
