Work in progress is the new software delivery bottleneck
Blog post from CircleCI
Coding agents are enabling teams to start more software work in parallel, but the 2026 State of Software Delivery Q3 Pulse report finds that median organizations are not shipping code faster because validation, review, and integration capacity has not kept pace. Since Q1, active projects increased 16%, median contributors’ active feature branches rose from seven to nine, and the most active organizations grew from 36 to 57 branches, while median main-branch throughput remained flat at 1.7 runs per day. Applying Little’s Law, the report explains that increasing work in progress without proportionally increasing completion rates extends cycle times and leaves more changes awaiting review, testing, and merging. High-performing teams differ by increasing both parallel activity and main-branch throughput, with the top 5% raising active branches by 55% and throughput by 31%. The report recommends making hidden work visible through tracking branches, pull requests, blocks, and review queues; giving agents rapid CI-based feedback and tools to investigate or rerun failed validations; and measuring delivery outcomes such as WIP, cycle time, review time, merge throughput, and merge efficiency rather than activity metrics alone.
