Changelog: Alerting, webhook, and Prometheus updates

We have shipped three updates based on customer feedback. These updates improve the alerting system by triggering alerts when a check fails to schedule and exposing degraded recovery status through webhooks, allowing users to filter and aggregate this information in tools like Grafana. Additionally, we've introduced a new Prometheus gauge that distinguishes between non-degraded and degraded statuses for checks.
