Control layout and styling in Build Annotations

Recent updates to annotations have been introduced to provide users with greater control over their creations. The enhancements include the adoption of a CommonMark compliant parser for markdown rendering, which now supports most GitHub Flavored Markdown features such as shorthand table syntax and strikethroughs. The styling for HTML elements, particularly tables, has been refined to ensure a tidier appearance, which applies to both new and existing annotations and build notification emails. Additionally, a variety of CSS classes based on Basscss have been added, allowing users to utilize flexbox, margins, padding, and type scale for clearer information presentation. An Annotation Tester pipeline has been developed to enable experimentation with annotation formatting for Markdown and HTML markup, encouraging users to explore the new capabilities and create innovative annotations.
