Donating rules_xcodeproj to the Mobile Native Foundation

rules_xcodeproj, an open-source project for Bazel + Xcode integration, is being donated to the Mobile Native Foundation (MNF) by BuildBuddy. The MNF is a Linux Foundation project that fosters collaboration on open source projects and discussions related to large-scale Android and iOS applications. This move aims to solidify community ownership of rules_xcodeproj and enable more developers to benefit from Bazel's advanced feature set. Several companies, including Cash App, Lyft, Reddit, Robinhood, Slack, Snap, Spotify, and Uber, have expressed their support for the project and its move to MNF.
